Shellfish Permit


Non-Commercial Shellfish Permit Instructions:

To obtain a non-commercial shellfish permit, you must complete the Application for Permit below, submit proof of residency in the Town of Hempstead for at least six months, and the appropriate fee if required.

Proof of Residency: Please upload an image of both sides of your NY state drivers license or photo ID.

Non-Commercial Shellfish Permit Fee:

Ages 15 and under Ages 16 to 59 Senior Citizens Ages 60 and over
Clam Permits: $10 annual fee for ages 15 and under.
Must have parental consent and a photo.
Permit expires December 31 each year.
$10 annual fee for ages 16 to 59.
Permit expires December 31 each year.
There is NO FEE for Senior Citizens ages 60 and over.
Permit is valid for five years.
Mussel Permits:
(Special Shellfish)
$10 annual fee for ages 15 and under.
Must have parental consent and a photo.
Permit expires December 31 each year.
$10 annual fee for ages 16 to 59.
Permit expires December 31 each year.
There is a $2 annual fee for senior citizens ages 60 and over.
Permit expires December 31st each year.

Commercial Shellfish Permit Instructions:

For a commercial shellfish permit, please complete the Application for Permit below, print a copy and submit along with proof of residency in the Town of Hempstead for at least one year, and permit fee.

Proof of Residency: To expedite the process of applying for a commercial shellfish license and in order to protect town resources, the following items are required:

Commercial Shellfish Permit Fee: The $250 annual fee must be paid by a certified check or money order made payable to Town of Hempstead.

To avoid any inconvenience, please have all required items when applying for your permit. Documents should be submitted to the Bay Constables' Office:

The Commissioner of the Department of Conservation and Waterways reserves the right to verify any and all documents submitted with your application.

False statements made on instruments submitted pursuant to the New York State Environmental Conservation Law and the Codes of the Town of Hempstead are punishable as a Class A Misdemeanor pursuant to Section 210.45 of the New York State Penal Law.
