All inquiries should be directed to the Executive Director, Town of Hempstead Civil Service Commission, 350 Front Street, Hempstead, New York 11550. In requesting an application form or writing for information, candidates should indicate the examination number and title of the position.
In accordance with regulations issued by the New York State Department of Civil Service, examinations prepared for us by the state will be subject to a processing fee. Examinations prepared, purchased, rated by or supplied to the Town of Hempstead Civil Service Commission will be subjected to a $40 NON-REFUNDABLE processing fee (effective August 22, 2017). The fee must be submitted for EACH separately numbered examination for which you apply. A certified bank check or money order, which should include the examination number/s, made payable to: "TOWN OF HEMPSTEAD" must be submitted with your application. NO CASH OR PERSONAL CHECKS WILL BE ACCEPTED.
YOU MUST BE A RESIDENT OF THE TOWN OF HEMPSTEAD FOR AT LEAST FOUR (4) MONTHS IMMEDIATELY PRECEDING THE DATE OF THE EXAMINATION.
Fees shall be waived for candidates who certify to this commission that they are unemployed and primarily responsible for the support of a household or receiving public assistance. Please obtain "Application Fee Waiver Request and Certification Form" from this office. Amendment Â§50.5(b) of the New York State Civil Service Law requires municipal commissions to waive application fees for candidates who meet this criteria. All claims for application fee waiver are subject to verification, and must be submitted with your application by the close of business on the application deadline as stated on the examination announcement.
Qualifications and Requirements
IT IS STRONGLY URGED THAT YOU CAREFULLY REVIEW THE MINIMUM QUALIFICATIONS CONTAINED IN THE EXAMINATION ANNOUNCEMENT TO ENSURE THAT YOU MEET THEM. NO REFUND OF YOUR PROCESSING FEE WILL BE ISSUED IF YOU ARE DISQUALIFIED FROM TAKING AN EXAMINATION. However, if an application is rejected, candidates will be notified and can appeal the decision by contacting this office. Additionally, applications submitted without proper payment will be rejected. Every question must be answered completely and all required certificates, licenses, college transcripts and veteran forms should be included where necessary.
If graduation from high school or possession of a high school equivalency diploma is required for eligibility, you must submit a copy of your high school diploma or high school equivalency diploma with your application. If education beyond high school is required for eligibility, official college transcript/s must be forwarded directly to this commission from your college or university. NOTE: We keep a file of all submitted official college transcripts; therefore, if you have the appropriate necessary documents already on file with us, let us know by making a notation (Question #14) on your application.
APPLICATIONS MUST BE SUBMITTED BY THE DEADLINE DATE LISTED ON THE ANNOUNCEMENT. YOU CAN HAND DELIVER YOUR APPLICATION TO THIS OFFICE OR MAIL IT TO US. IF YOU WAIT UNTIL THE DEADLINE DATE TO FILE, YOU MUST HAND DELIVER THE APPLICATION TO THIS OFFICE BEFORE 4:45 PM. IF YOU ARE FILING BY MAIL, THE APPLICATION MUST BE POST MARKED ON OR BEFORE THE DEADLINE DATE. APPLICATIONS POSTMARKED OR HAND DELIVERED AFTER THE DEADLINE FILING DATE
WILL NOT BE ACCEPTED.
The Commission does not acknowledge receipt of applications. If an application is rejected, candidates will be notified and can appeal the decision by contacting this Office. Candidates will be notified when and where to appear for examination. No one will be permitted to take an examination without the official admittance notice and photo I.D.
When the written examination is prepared and rated by the New York State Department of Civil Service in accordance with Section 23-2 of the Civil Service Law, the provisions of the New York State Civil Service Rules and Regulations, which deal with the rating of examinations, will apply. Lists made up as a result of these examinations will remain in force for at least one year and may be extended by the Commission for a maximum period not to exceed four years.
A record of disrespect for the requirements and processes of law, including repeated traffic offenses or disregard of summonses for traffic offenses, is grounds for disqualification for examination - or after examination, for certification and appointment. All statements are subject to verification. Inquiries may be made as to character and qualifications. Candidates should be mentally and physically fit to perform the duties compatible with the position. Medical and/or physical examinations, including drug screening , may be required.
Multiple Examinations Scheduled for the Same Day
If you have applied for a Town of Hempstead examination and another with a different municipality (New York State, county, town, etc.) you must call (516) 489-5000, Ext. 3389 NO LATER THAN TWO (2) WEEKS BEFORE the test date for arrangements to take all tests at one (1) site.
ALL STATE EXAMS WILL BE HELD AT THE STATE EXAMINATION CENTER.
To claim veteran credits on an examination/s, an applicant must have served in the United States Armed Forces at any time during the following dates:
- World War II — December 7, 1941 - December 31, 1946
- Korean Conflict — June 27, 1950 - January 31, 1955
- Vietnam Conflict — February 28, 1961 to and including May 7, 1975
- Lebanon — June 1, 1983 to and including December 1, 1987
- Grenada — October 23, 1983 to and including November 21, 1983
- Panama — December 20, 1989 to and including January 31, 1990
- Persian Gulf — August 2, 1990 to the end of such hostilities (not yet determined)
Credit for Lebanon, Grenada and Panama will be limited to those who received the Armed Forces Expeditionary Medal, the Navy Expeditionary Medal or the Marine Corps Expeditionary Medal. The DD-214 Form that has always been required to verify military service should also contain verification of possession of expeditionary medals for Lebanon, Grenada or Panama.
A disabled or non-disabled veteran who wishes to establish eligibility for additional credits MUST claim these credits with the filing of the application. The necessary forms are available in our Office. Non-disabled veterans will be awarded 5.0 points. Disabled veterans will be awarded 10.0 points. Disabled veterans must have a minimum of a 10% disability that can be verified by the Veteran's Administration. Promotional examination candidates will be awarded 2.5 credits for non-disabled veterans and 5.0 credits for disabled veterans. You will be allowed the option of waiving these credits after the completion of the examination or after the eligible list for the examination is established. Veteran Credits will be awarded only to passing candidates.
If this commission is not in receipt of the necessary documentation, once the eligible list is established, you will not be granted veteran credits.
Rescheduling of Examinations
In case of severe weather conditions, it may be necessary to RESCHEDULE the exams.
